Kathy Glazer - Moderator

President - Virginia Early Childhood Foundation

Kathy Glazer joined the Virginia Early Childhood Foundation, a non-partisan, public-private venture, as President in January of 2012. Under her leadership, the Foundation promotes innovative partnerships to ensure that Virginia’s children enter kindergarten healthy and ready to succeed in school, the workforce, and life. Previously she worked with the national BUILD Initiative as Director of State Services, providing strategic advice to states advancing their early childhood policies and agendas. From 2005-2009 she served in Virginia state government positions including Executive Director of the Governor’s office for early childhood policy and Director of the Office of Early Childhood Development, an office created to span early childhood programs, staff, and funding streams across state agencies. She served on the National Academies’ committee to develop the Transforming the Financing of Early Care and Education report. Glazer received her BA from the University of Georgia and MPA from Virginia Commonwealth University.

Todd Norris

Senior Vice President of Community Health and System Advancement - Ballad Health

Todd Norris is Senior Vice President for Community Health and System Advancement with Ballad Health in Johnson City, Tennessee. In this capacity, Norris helps to lead the system’s comprehensive transformation to become a community health improvement organization focused on reducing the regional disease burden through prevention and disease management and addressing both social needs and social determinants of health through substantial engagement with community-based resources. This work includes providing backbone resources for one of the newest and largest Accountable Care Communities in the nation.

Serving twenty-one counties across two states, the ACC includes nearly 400 member organizations focused on supporting improvements in educational attainment, economic success, and health outcomes in the Appalachian Highlands through a collective impact model. Additionally, he heads the philanthropic and grant funding arm charged with advancing the system’s ability to build a legacy of superior care.

Prior to this role, Norris serviced as the chief marketing, communications, and philanthropic officer for Wellmont Health System, which merged with Mountain States Health Alliance to become Ballad Health and served on the merger integration council. Norris now provides leadership for the health system’s Population Health Plan as leader of the Department of Community Health.

Along with a significant portfolio of health improvement programs, Norris is integrally involved in the leadership of Ballad’s Strong Starts initiatives. These initiatives align Ballad’s work with the Accountable Care Community to ensure a conception to career continuum for children in the Appalachian Highlands to have safe, stable, nurturing environments, achieve educational benchmarks, and create pathways to health and well-being. He is also responsible for the system’s program for low-income uninsured individuals, Appalachian Highlands Care Network, along with mobile health, health resource programs, and the system’s childcare enterprise.

Prior to working in healthcare, Norris served as an administrative leader and development and marketing professional in higher education. He lives in Johnson City, Tennessee with his wife, Whitney, and daughter, Rhea.

Current board service and community leadership roles include: Tennesseans for Quality Early Education, STRONG ACC, Bright Starts TN, Virginia Early Childhood Foundation, Virginia Commission for Early Care & Education, Second Harvest Food Bank, and Ballad Health Foundation.

Eoghan “Owen” Miller

Chief Strategy Officer - City of Newport News, VA

Eoghan “Owen” Miller currently serves as the Chief Strategy Officer for the City of Newport News, VA.   He has served in various positions with the city, including Assistant to the City Manager and, most recently, acting Assistant City Manager. As Chief Strategy Officer, he oversees a wide-ranging portfolio, including the City's Innovation, Neighborhood Services, and Sustainability Offices, and several large-scale programs, including the Choice Neighborhood Initiative (CNI) and the One City Marathon. Miller earned a bachelor's degree from Westminster College (MO) and holds dual JD/MPA degrees from the University of Missouri. Miller is a Senior Executive Institute (SEI) graduate at the University of Virginia's (UVA) Weldon Cooper Center for Public Service and the Leadership ICMA.  Before beginning his tenure with the city in 2014, Miller served as a Management Fellow in the City Manager's Office with the City of Wichita, KS, upon completing his graduate studies.  He resides in the city with his wife and three young children.

Elizabeth Yanez-Robinette

Human Resources Consultant - Food City

Elizabeth Yanez-Robinette joined the K-VA-T Food Stores, Inc. team in 2020 as the Corporate Recruiter.  In addition to executive-level recruitment, Elizabeth has been responsible for execution of Food City’s recruitment marketing strategies with a focus on brand awareness, reputation management, social engagement, and lead generation. She has over ten years of experience in multiple areas of Human Resources including employee relations, organizational development, labor relations, payroll, scheduling, and recruitment within the Hospital, Healthcare, Information Technology and Retail industries. Recently, Elizabeth has transitioned to a HR Consulting role with Food City, and looking forward to optimizing current Human Resources strategies and fostering a thriving workplace.

Elizabeth obtained a Bachelor’s degree in Government from the University of Virginia, as well as a Master of Business Administration from King University. She is certified as a Professional in Human Resources and contributes in writing and editing items and cases for the globally recognized Human Resources Certification Institute exams. Elizabeth was recognized as a Business Journal of the Tri-Cities, Tennessee-Virginia’s 40 Under Forty Award honoree in 2022 and recently served on the Virginia Department of Education’s Early Childhood Advisory Committee.

A native of Southwest Virginia, Elizabeth resides in Abingdon, VA with her husband, Erik, two daughters, Kate and Allie, and their Labrador, Daisy Mae. Elizabeth and her family attend Highlands Fellowship in Abingdon, VA, and she enjoys running, traveling with her family, and cheering on her alma mater’s Hoos.
