EO serves as the Western Regional Office for the Virginia Infant & Toddler Specialist Network (VA ITSN).
The Virginia Infant & Toddler Specialist Network (VA ITSN) strives to achieve excellence in early care by increasing the knowledge level and skills of those who care for infants and toddlers, whether in family day homes or center-based programs. It also links community resources supporting healthy, safe, and nurturing care for children from birth to 36 months. Highly qualified infant and toddler specialists and behavior consultants work in nine regional offices across the state and provide professional development opportunities to strengthen the capacity of early care and education programs.
An Infant Toddler Specialist (ITS) provides coaching, training, and technical assistance to classroom teachers and center directors serving children aged birth to 3. The ITS can assist with designing classroom environments, implementing CLASS, and one-on-one mentoring focused on a quality improvement plan.

An Infant Toddler Behavior Consultant (ITBC) provides coaching, mentoring, parent education, training, technical assistance, child observations, and developmental screenings. The ITBC can assist classroom teachers through assessments and observations of the social-emotional environment and offer consultations to promote the optimal development of infants and toddlers.
